Senior GIS Specialist (Finance)

The Riverside County Department of Registrar of Voters is seeking a Senior GIS Specialist for the Operations Division for the Riverside location .

The Senior GIS Specialist will be responsible for working on difficult and complex research projects involving mapping and creating new layouts, precincts, and county boundaries, maintaining multiple databases (ArcPro, ArcGIS, EIMS Election Management Systems), reviewing work for compliance and code interpretation, and managing LAFCO package creation for customers. This role involves supervising and training two employees and auditing and reviewing team projects to ensure accuracy and completion.

The most competitive candidates will have working experience in elections, as well as knowledge of ArcPro, Java Script, Python, and SQL. Previous supervisory experience is preferred.

At this time, the position has the opportunity for a hybrid telework schedule based on business need, however, job expectations, at times, may require in person interaction. Telework may change at any time and you will be expected to report to the office. The incumbent will be required to work in the office full time during elections due to the volume of work.

PLEASE NOTE: Incumbents must be available to work weekends and holidays, including mandatory overtime based on departmental needs.

The Senior GIS Specialist is the advanced journey level classification in the GIS (Geographical Information System) Specialist class series and reports to a GIS Supervisor Analyst. This class is characterized by the performance of technically complex computerized and GIS mapping tasks requiring considerable technical skill, independent judgment, and specialized experience and knowledge. Incumbents have a thorough understanding and proficiency in computer map drafting and perform complex analysis and interpretation of a variety of information for accurate revisions or construction of products. Incumbents may act as a project lead and provide task supervision in addition to training and providing technical guidance to other technical staff.

The Riverside County Department of Registrar of Voters ensures the electoral process will be conducted professionally, consistently demonstrating neutrality and non-partisan decision-making, based upon a thorough knowledge of and compliance with all election laws by administering them timely, responsively and with integrity on behalf of those we serve.• Perform complex map drafting or GIS mapping requiring extensive and thorough technical proficiency; provide technical assistance and advice to assigned staff on mapping, drafting, and graphics, and on research methods and techniques.

• Write simple programs or instruction sequences in order to create map parameters, map positions, line sizes, plot scales, and type used on maps.

• Conduct specialized and complex research of legal descriptions, survey information, and other property related data necessary for accurate map construction.

• Make determinations on the reliability and weight to be accorded various data or on where data is controlling; identify data and operational requirements for applications; perform difficult mathematical calculations to determine areas and closures.

• Resolve drafting and computer problems; ensure the progress, quality and deadlines of projects are met; compile technical reports utilizing a variety of information.

• Assist in the training and supervision of other technicians in performing specialized, technical functions; may act for the supervisor as required. OPTION I
Education: Graduation from high school or attainment of a satisfactory score on a G.E.D. test.

Experience: Three years in computer map drafting or GIS mapping. (Completion of 30 semester or 45 quarter units from an accredited college, university, or technical school, preferably with course work in computer map drafting, computer graphics, or a related field to the assignment may be substituted for one year of the required experience.)

OPTION II
Education: Graduation from high school or attainment of a satisfactory score on a G.E.D. test.

Experience: One year as a GIS Specialist II with the County of Riverside.

ALL OPTONS
Knowledge of: The codes, principles, policies, and procedures related to department activities and the preparation of maps; computer map drafting and GIS mapping techniques and equipment; the principles and applications of algebra, geometry, and trigonometry used in automated map drafting.

Ability to: Perform difficult drafting work; examine, analyze, interpret, and process technical data; compile complex written technical reports; interpret a variety of documents including property descriptions, deeds, survey data, and maps; perform and train others in computer map drafting and GIS mapping work; learn new skills and technologies in computer mapping; perform technical computations; comprehend and carry out directions; establish and maintain cooperative working relationships.
