Mid Level Environmental Engineer/Environmental Scientist (Finance)

Responsibilities:

• Serve as the on-site technical lead overseeing or supervising other on-site and technical support staff. Provide support to client and senior staff through data collection, analysis, and development of reports in support of Air Quality environmental programs for federal, state, and local regulatory requirements.
• Support Department of Defense, Joint Base San Antonio Air Quality Program to include:
o Perform Title V Permit/compliance inspections of maintenance shops and emission sources and write summary reports for completed inspections
o Perform monthly data collection monitoring, review, and reporting
o Develop the annual air emissions inventory using the Air Force Air Program Information Management System (APIMS)
o Complete the Texas Commission of Environmental Quality (TCEQ) AEI Update in the State of Texas Electronic Emissions Reporting System (STEERS) Web-EI System.
o Complete the Greenhouse Gas Inventories and reporting using the EPA electronic Greenhouse Gas Reporting Tool (e-GGRT)
o Complete potential to emit (PTE) calculations
o Support the completion of air conformity analyses
o Complete National Emission Standards for Hazardous Air Pollutants (NESHAP) reporting
o Complete New Source Performance Standards (NSPS) reporting
o Complete Title V Deviation Reporting and Annual Compliance Certifications
o Perform air quality sampling and analysis, including visual emissions evaluations (VEE) and summary reports
o Review/update of the annual Air Quality Compliance Plan
o Perform permit applicability evaluations for new emission sources
o Assist with new source review (NSR) permitting including permit-by-rule (PBR) and prevention of significant deterioration (PSD) permit(s)
o Perform an annual regulatory review of emerging requirements applicable to the client's site and provide an Emerging Requirements Report.
o Assist with Title V and Synthetic Minor permitting
o Perform technical writing for review/approval by Senior AQ personnel.
o Provide review of technical reports for other staff/AQ personnel
o Supports AQ records management through data log collection, QA/QC review, and APIMS data entry
o Coordinate with installation personnel on the scheduling of inspections and testing, track and monitor the completion of inspections/testing completed by other staff, ensuring tasks are being completed on-schedule
o Develop and provide shop level air quality training to emission source operators
o Perform new emission source evaluations, regulatory applicability review, and provide recommendations to the client
• Supports senior staff regarding client interaction and presentation of options and results.
• Monitor and provide quality deliverables on schedule
• Coordinate and work with personnel in other program areas (storage tanks, storm water, waste water, hazardous material, hazardous waste, etc.) to ensure the installation meets environmental requirements.
• Technical report writing, data analysis and client interaction are regular requirements associated with this position. Periodically there are requirements to present project findings to a client and relevant stakeholders.
• Conduct activities in line with internal procedures, legislation, and industry standards.
• Pursue continuous professional development and maintain a high degree of discipline, knowledge and awareness.
• Work in a safe manner at all times and report all health and safety incidents and concerns.
• Additional duties as required.

Qualifications:
