Operations Analyst

Job Description Summary:

  • D&G is seeking an Operations Analyst to support USTRANSCOM's role as the Single Manager for Global Bulk Fuel Management and Delivery (GBFMD). In this critical role, you will be at the forefront of global bulk fuel operations, collaborating with key stakeholders across USTRANSCOM Components, the Defense Logistics Agency (DLA), Joint Staff, and the Office of the Secretary of Defense (OSD) to ensure effective bulk fuel support for global events and strategic initiatives. This position offers a unique opportunity to contribute directly to national security objectives by shaping operational plans, coordinating task orders, and supporting the development of innovative solutions for global bulk fuel distribution.

Responsibilities:

  • Collaboration and Coordination: Collaborate extensively with USTRANSCOM Components, the Defense Logistics Agency (DLA), Joint Staff, and the Office of the Secretary of Defense (OSD) to coordinate global bulk fuel operations and ensure alignment with strategic objectives.
  • Event Response and Capability Posturing: Analyze global events and develop recommendations for capability posturing to ensure effective and timely fuel support in response to emerging requirements.
  • Exercise and War Game Support: Actively participate in the planning and execution of exercises and war games, contributing to the development of realistic scenarios and the evaluation of fuel support capabilities.
  • Tasking Order Management: Generate, coordinate, and facilitate the publishing of tasking orders for global bulk fuel operations, ensuring clear communication and efficient execution.
  • Contracting Support: Provide support to contracting processes related to bulk fuel distribution, including requirements definition, technical evaluation, and contract performance monitoring.
  • Operational Planning: Contribute to the development of Concepts of Operations (CONOPS) and Courses of Action (COA) for global bulk fuel distribution, incorporating best practices and innovative solutions.
  • Documentation and Reporting: Prepare and maintain accurate documentation, reports, and briefings related to global bulk fuel operations.
  • Support and participate in working groups, meetings, and contribute to metadata requirements and data structure modeling discussions.
  • Contribute to GBFMD equities presentations to USTRANSCOM, JS, and OSD governance boards as needed.
  • Assist in preparing deliverables, per contract Performance Work Statement requirements, including weekly and monthly status reports, meeting minutes, trip reports, letters, memoranda, briefings, presentations, and reports.
  • Complete ad hoc projects assigned by the Division Chief, Branch Chief, and Program Manager.

Requirements:
  • Bachelor's Degree in a related field such as Logistics, Supply Chain Management, Business Administration, or International Relations.
  • 3-5 years of experience in logistics, supply chain management, or operations analysis, preferably with a focus on bulk fuel operations or related areas.
  • Experience working in Major Commands, Service Headquarters, Defense Logistics Agency, or Combatant Commands.
  • Excellent communication skills, both written and verbal, with the ability to effectively communicate with diverse audiences, including senior leaders and technical experts.
  • Strong analytical and problem-solving skills, with the ability to interpret complex data and develop actionable recommendations.
  • Ability to travel within CONUS and OCONUS, approximately 10% of the time.
  • Ability to support operations outside of the typical workday or work week, as needed.

Eligibility Requirements:
  • DoD SECRET Clearance and ability to be granted DoD TS/SCI
  • This role is restricted to U.S. person(s) (ie., U.S. citizens, permanent residents and other protected individuals under the immigration and Naturalization Act, 8 U.S.C. 1324b(a)(3))

Desired Skills:

  • Experience working with Maven Smart Systems or similar platforms.
  • Experience working with DoD, DLA, or USTRANSCOM.

Location:

  • This position is required to be on-site at Scott AFB, Illinois.
  • Ability to travel within CONUS and OCONUS, approximately 10% of the time.

Pay Range: $90,000 - $110,000 per year Apply Salary Minimum: 90000Salary Maximum: 110000
