Cost Engineer (Finance)

Role description:

Arcadis is seeking a construction Cost Engineer to join our NYCDEP Construction Management team in Yonkers, New York.

In this role, you will use your cost estimating experience to develop independent complete and accurate cost estimates and lead the negotiation of construction design and field change orders. You will also be responsible for reviewing contractor time and material records and cost documentation for inclusion in monthly payment requisitions. Will also be responsible for the development of independent cost estimates for potential change orders for submission to the client. Should there be claims or disputes on a project, you will be responsible for review, analysis and quantification of the financial damages presented by contractors as a result of delays, loss of productivity, cost overruns, and other project impacts.

This role requires full-time onsite presence for a NYCDEP construction project located in Yonkers NY.

Role accountabilities:

As a Cost Engineer, you will lead the development of independent cost estimates for change orders including quantity takeoff, pricing, verification of vendor pricing, evaluation of historical cost data, development of estimates for markups and indirect costs in accordance with industry standards, NYCDEP contract requirements and best practices.

Review and evaluate cost proposals provided by contractors through plan take-offs, subcontractor proposals and estimates, use of estimating software, construction experience and knowledge. Facilitate cost negotiations with contractors.

Prepare independent estimates of probable costs for potential change orders.

Review and evaluate contractor time and material records and cost documentation for inclusion in monthly payment requisitions.

Develop Authorized Cost Breakdown spreadsheets and Negotiation Memos for all negotiated change orders.

Support the quantification of financial damages associated with claims for delay, loss of productivity, cost overruns, and other project impacts.

Key Attributes:

  • Strong verbal and written communication skills are required
  • Ability to understand complex projects, with the ability to foresee and avoid potential construction scheduling issues
  • Embraces the implementation of innovative digital solutions
  • Hands-on field experience in construction is preferred
  • Preferred certifications include: CCP, CEP, CCM, PMP
  • Expertise with estimating discipline which may include general trades, heavy civil, mechanical, electrical, and instrumentation and controls.
  • NYCDEP construction project, change order and payment requisition processing experience a plus.

Qualifications & Experience:
  • Bachelor's Degree in Engineering, Construction Management, Finance, or Business Analytics
  • A minimum of 5 years' experience as an estimator
  • Proficiency with Sage (Timberline), Bluebeam estimating software
  • Proficiency with and MS Office Suite
