Asst Building Code Admin (Finance)



Organizational Summary:

The USF Building Code Program is to administer Building/Life Safety Code Compliance for the University of South Florida (USF). The regulated practice of building/life safety code compliance is necessary, in the interest of public health and safety, and will be accomplished through ensuring compliance with all applicable codes and standards. The Program will be administered by the Building Code Administrator, through document reviews, permitting, and construction inspections.

Position Summary:

This position plays a crucial part in ensuring compliance with building codes and regulations. This position will work closely with the Building Code Administrator to facilitate the permitting process, conduct inspections, and assist in the enforcement of building codes.Minimum Qualifications:

Meeting the requirements of the Florida Statutes 468.609 (3): 10 years construction-related and or fire code experience and 5 years of supervisory experience. To become licensed as a BCA per the BCAIB board rules. Passing exams related to the BCA certification from ICC and Florida Laws and Rules. Bachelor's degree in architecture, engineering, construction management, or a related field.

Ability to obtain a provisional license within 6 months and secure standard license within time frame allowed by BCAIB Board.

FLSB1310 Equivalency: 4 years of directly relevant experience may be substituted for bachelor's degree. 6 years of directly relevant experience may be substituted for master's degree.

Preferred Qualifications:

Previous experience in building code administration, construction, or a related field is preferred.

  • Thorough understanding of local, state, and national building codes and regulations.
  • Stay updated on changes and updates to building codes.

Construction Knowledge:
  • Familiarity with construction practices and terminology.
  • Ability to interpret architectural and engineering plans.

  • Strong written and verbal communication skills.
  • Ability to convey complex information in a clear and understandable manner.

Organizational Skills:
  • Excellent organizational and time management skills.
  • Ability to manage multiple tasks and prioritize workload effectively.

Problem Solving:
  • Analytical mindset with the ability to identify and resolve issues.
  • Develop creative solutions to ensure compliance with building codes.

Customer Service Orientation:
  • Positive and professional demeanor when interacting with the public and stakeholders.
  • Ability to handle challenging situations with tact and diplomacy.

  • Permitting Process:
    a. Collaborates in reviewing and processing building permit applications.
    b. Provide guidance to applicants on necessary documentation and requirements.
    c. Ensure accuracy and completeness of permit applications.
  • Inspections:
    a. Conduct inspections to verify compliance with building codes and approved plans.
    b. Document inspection findings and communicate results to relevant parties.
    c. Collaborate with inspectors and contractors to address and resolve issues.
  • Code Enforcement:
    a. Collaborates in enforcing building codes and regulations.
    b. Investigate and respond to complaints related to building code violations.
    c. Work with University stakeholders and contractors to achieve compliance.
  • Documentation and Record keeping:
    a. Maintain accurate records of permits, inspections, and enforcement actions.
    b. Prepare reports and documentation for internal and external stakeholders.
    c. Organize and archive documents in accordance with departmental procedures.
  • Customer Service:
    a. Interact with the public, contractors, and other stakeholders to provide information and assistance.
    b. Respond to inquiries related to building codes, permits, and inspections.
    c. Foster positive relationships with the community and industry professionals.
