Summary:
Under the supervision of the Site Manager, the Procurement Specialist provides critical procurement and logistical support for a high-performance industrial manufacturing facility specializing in gas and turbine technologies. This role involves administrative coordination of purchase orders, vendor communications, and delivery tracking across multiple sites. The ideal candidate will possess strong computer proficiency, advanced Excel capabilities, and the ability to quickly learn and navigate proprietary software systems tailored to support research, testing, and fabrication operations. Independent judgment is required to plan, prioritize, and organize a diversified workload in a fast-paced, technical environment.

Essential Functions:
Procurement & Vendor Coordination:

Schedule, process, and close purchase orders using internal systems
Coordinate deliveries and update order status across multiple sites
Communicate procurement updates to internal stakeholders and vendors
Create purchase orders for calibration and repair vendors based on maintenance needs
Track and reconcile amounts owed and paid using Ariba, Cora, and Finance DB
Line up liquidations for contract labor and travel using Excel and Access
Maintain detailed records of all procurement transactions and vendor communications

Labeling & Identification:

Assign GPH numbers and print labels using eTOS TEM and Zebra Printer
Process change/update forms and generate corresponding labels

Quality & M&TE Control:

Process relocation/shipping forms and update eTOS system
Scan, upload, and archive calibration certificates (digital and paper systems)
Trigger monthly calibration recall notices and maintain tracking forms
Provide quality metrics data for monthly reporting using Excel
Determine year-end net book value and correct master entries for M&TE scrap/transfer requests
Update and forward scrap/transfer forms for final approval
Maintain and update M&TE tracking and calibration schedules

Training & Headcount Support:

Update training databases and distribution lists following headcount changes
Assist users with access to CDT tools and internal systems (Finance DB, ILC DB, RFM WF's, eTOS)
Send welcome letters and access instructions for new hires
Remove separated employees from training and access databases

Minimum Qualifications

4-6 years of subcontractor experience with flow-down of prime contractor terms and conditions
4-6 years of purchasing or expediting experience in an industrial or manufacturing setting
Advanced proficiency in Microsoft Office Suite, especially Excel (pivot tables, formulas, data analysis)
Professional, prompt, and detail-oriented demeanor
Experience managing multiple databases and maintaining vendor/customer relationships
Familiarity with government purchasing and subcontractor requirements (FAR clauses and flow-downs)
Ability to learn and adapt to proprietary software systems used in manufacturing operations


Education and Experience:

Bachelor's Degree in Business, Accounting, Economics, or a closely related discipline is preferred
4-6 years of experience in industrial purchasing/procurement, preferably in a gas and turbine manufacturing environment


Physical Profile Requirements:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This position is primarily sedentary and performed in an office environment, requiring the employee to remain seated at a desk for extended periods while working on a computer. The role also involves occasional movement throughout the office to retrieve, print, and deliver documents, as well as light filing duties that may require bending, reaching, or standing briefly. The employee must be able to lift and carry file folders, office supplies, or small packages weighing up to 25 pounds. Manual dexterity is necessary to operate a standard desktop computer keyboard and other office equipment. Occasional stair climbing within the facility may be required. A valid, unrestricted motor vehicle operator's license issued by the state of residence may be necessary for occasional local errands or delivery of materials.
