Sr Portfolio Director (Project Management)



The Sr Portfolio Director provides strategic, technical, and managerial leadership for a portfolio of enterprise systems and services contracts across U.S. Federal Government agencies under the direction of the Chief Operating Officer (COO). As the senior authority of the portfolio, the Director oversees all project managers, as needed, acts as subject-matter expert, and is the primary face of the company to government customers and partners. The role is chartered to inject innovation, efficiency, and agility into program operationsleveraging modern frameworks and emerging technologies such as artificial intelligence to deliver measurable mission value.

Key Responsibilities

Strategic & Technical Leadership

Define and maintain the enterprise level vision, principles, standards, and roadmaps aligned to Federal?requirements and methodologies.

Champion the adoption of emerging technologiesincluding AI/ML, advanced analytics, DevSecOps, SecOps, and cloud native architecturesto improve security posture and operational efficiency.

Program & Portfolio Management

Lead, mentor, and performance manage a team of project managers and technical SMEs delivering concurrent enterprise application development, operations and maintenance. Ensure compliance with all Sierra7 Program/Project Management job requirements.

Oversee the full project lifecyclebudget, schedule, scope, quality, and riskusing Agile and SAFe practices to ensure timely delivery and measurable outcomes.

Establish and continuously refine portfolio level KPIs and dashboards to provide executive visibility into value, cost, risk, and innovation metrics.

Customer Relationship Management

Act as the primary liaison with contracting officer representatives, program managers, and other government stakeholders; cultivate trusted advisor relationships that anticipate needs and expand mission impact.

Proactively identify growth opportunities, develop technical solutions, and support proposal responses and oral presentations.

Facilitate executive level workshops and briefings to communicate strategies, risks, and modernization roadmaps.

Innovation & Continuous Improvement

Lead proofs of concept, pilots, and other engagements that explore AI powered DevSecOps, SecOps, generative AI knowledge management, and automated compliance tooling.

Drive process optimization initiativesvalue stream mapping, Lean Six Sigma, and RPAto reduce cycle time and increase delivery agility.

Foster a culture of learning and experimentation through communities of practice and targeted upskilling programs.
