Administrative Services Analyst I/II - Flood Control (Finance)



The Riverside County Flood Control and Water Conservation District (District) currently has an opportunity for a dynamic and creative Administrative Services Analyst I/II (ASA) for the Regulatory Division! The ASA would not only support and interact with District staff, but would also coordinate with other public agencies and stakeholders such as developers, planning and engineering consultants, members of the public, the Army Corps of Engineers, Regional Water Quality Control Boards, California Department of Fish and Wildlife, USFWS, and other federal, state and local government agencies, and non-profit organizations. The Flood Control District is a special district funded by property taxes. The District is not funded by, or dependent on, the County General Fund.

The Regulatory Division is primarily responsible for ensuring that the District complies with state and federal environmental laws and provides support for all types of District actions such as constructing new flood control facilities, maintaining existing facilities, developing master drainage plans, and issuing encroachment permits to developers or other public agencies for their projects. The ASA will assist with the implementation of requirements and compliance strategies through a wide variety of administrative support services such as conducting research, tracking pending legislation, assessing operational processes and programs and making recommendations for the development, implementation, and improvement of District operations, services and programs, coordinating with internal and external teams, and performing other related duties as required.

The most competitive candidates will have experience and knowledge of Microsoft Suite, experience in public works, public agency, land use planning; environmental, architectural or engineering, contract management, permit compliance, project coordination, and/or legal or technical research.

The level at which the position will be filled is at the Department's discretion and is based on candidate qualifications.

Administrative Services Analyst I is a natural progression underfill for the class of Administrative Services Analyst II. Incumbents are eligible to promote to Administrative Services Analyst II after obtaining one year of experience as an Administrative Services Analyst I, receiving a satisfactory performance evaluation, and meeting the educational and/or experience requirements. Failure to meet the requirements to promote at the end of the probationary period will result in incumbents being returned to their former County classification or new hires being probationary released.

This position may require some travel to various locations throughout the County.

Meet the Team!

The Riverside County Flood Control and Water Conservation District manages storm waters for conservation. and for the protection of watercourses, watersheds, public highways, life and property from flood damage. The Administrative Services Analyst I/II will support the Regulatory Division Chief and team members with various tasks, projects and operational needs. Examples of essential duties may include but are not limited to the following:
Essential Duties:

  • Manage and maintain various internal data bases and improve existing processes.
  • Manage internal work orders for the Regulatory Division; track and assign out work orders using an internal digital database.
  • Manage the District's WRDA agreement and submittals to the Corps and other County Departments for adherence to contract terms.
  • Research and analyze state and federal policies and proposed legislation that may affect District operations.
  • Prepare the Regulatory Division's annual budget projections related to capital improvement environmental costs, permit fees, compensatory mitigation costs, etc. Review and gather reports and other documentation for submittals to various government agencies.
  • Manage consultant task orders for adherence to schedule, budget and contract terms.
  • Track and manage the District's AB52 tribal consultation administrative records; send notices to tribes, support the District as needed with AB52 compliance.
  • Support the Regulatory Division Chief, supervisors and staff with meeting coordination, preparation, and implementation.
  • Coordinate and schedule field surveys for staff and secure access rights from various property owners as needed.
  • Special projects as assigned.
ADMINISTRATIVE SERVICES ANALYST I ($59,228.99 - $78,572.67 Annually )

OPTION I Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment.

OPTION II Experience: Four years of technical or paraprofessional experience, which included assisting in the development of administrative systems and procedures, budgetary development and analysis, financial review and reconciliation, or contract monitoring. (Completion of undergraduate level courses from an accredited college or university may substitute for the required experience on the basis of 30 semester or 45 quarter units equaling one year of the required experience.)

OPTION III
Experience: One year as an Administrative Services Assistant with the County of Riverside.

ADMINISTRATIVE SERVICES ANALYST II ($71,920.21 - $95,465.91 Annually )

Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Additional technical, paraprofessional, or professional experience, which included assisting in the development of administrative systems and procedures, budgetary development and analysis, financial review and reconciliation, or contract monitoring may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Administrative, paraprofessional or technical experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.) Experience: One year of professional experience in an administrative capacity.
OPTION II
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Administrative paraprofessional, or technical experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: Two years of paraprofessional or technical experience in an administrative capacity.
OPTION III
Experience: One year as an Administrative Services Analyst I with the County of Riverside.

ALL OPTIONS
Knowledge of: Principles of administration, organization, and management necessary to analyze and evaluate operations, services, and programs; principles and practices of fiscal management and/or budgetary control and/or contract monitoring.

Ability to: Collect and evaluate data; draw conclusions and formulate recommendations and project consequences of recommendations; monitor expenditures; interpret legislative and administrative mandates and regulations; establish and maintain effective working relationships with those contacted in course of work; communicate effectively in written and verbal form. Other Requirements

License/Certificate: Possession of a valid California Driver's License is required.
